Turf Paradise is still seeking an Arizona betting license.

Turf Paradise Racing in Phoenix is reevaluating its plans for sports betting in Arizona following a denial of a license by an appeals court in late October.

The horse racing track filed a complaint in Maricopa County Superior Court in late August after being denied a license by the Arizona Department of Gaming. The denial came when the original list of 18 licensees was announced.

This week, the ADG started accepting applications for limited event wagering operator licenses, with a focus on race tracks and off-track betting locations. Turf Paradise has stated its plans to apply for a limited license and hopes to eventually offer fully-licensed Arizona sports betting apps.

It seems that the Yavapai-Prescott Indian Tribe’s lawsuit regarding Arizona betting laws is coming to a resolution.

What Lies Ahead for Turf Paradise

Vincent Francia, the General Manager of Turf Paradise Racing, told yengols.com that the company plans to explore all possible legal avenues.

Judge James Smith rejected Turf Paradise’s initial legal challenge in September, ruling that the court lacked the authority to overturn the ADG. The Arizona Court of Appeals similarly dismissed their appeal, asserting that they did not have jurisdiction in the matter.

Turf Paradise continued to dispute the ADG’s decision by appealing to the Arizona Office of Administrative Hearings. A representative from the ADG confirmed via email to yengols.com that an administrative law judge at OAH upheld the department’s decision to deny Turf Paradise’s application for a full license.

Director of ADG, Ted Vogt, has officially concluded the OAH appeal by affirming the final Department decision to deny licensure.

According to an email from the Department of Gaming, TP Racing has not been successful in obtaining relief through the OAH process.

Francia confirmed that Turf Paradise is currently working on compiling documentation for additional appeals and reiterated that their legal complaint is still ongoing.

Francia announced that the court will determine the next steps in the matter and that any plans will be adjusted accordingly to comply with the court’s decision.

Francia has announced that Turf Paradise plans to apply for one of the 10 limited event wagering operator’s licenses.

Race track enclosures that hold permits from the Arizona Department of Racing are allowed to provide on-site sports betting at their establishments, as long as they are situated at a minimum distance of five miles from tribal gaming establishments, event wagering facilities, or other limited event wagering operators.

Francia was thrilled about the opportunity to provide limited wagering options at Turf Paradise, but made it clear that the company is still working towards obtaining a full license in the state.

Francia explained that participating in sports betting provides valuable experience, but stressed that they are committed to seeking legal approval to become one of the first authorized groups for sports betting. She made it clear that they have not given up on this endeavor.

Francia is confident that securing a complete sports betting license will enhance Turf Paradise’s ability to draw in a larger number of pari-mutuel and horse racing bettors to the Phoenix venue.

He claimed that sports betting and pari-mutuel facilities provide a distinctive opportunity to merge two types of betting. The mentality of gamblers differs significantly when betting on horse races versus football games, with each necessitating a unique strategy and viewpoint.
